Proto Man always shows up when Mega Man needs him the most. Apparently it's because he doesn't actually participate in the battle, he just watches Mega Man somehow and then teleports in. Of course, more recent games, he's taken a more active role in the battles. This means that Mega Man doesn't have to do all the work himself, but he can't expect any backup.
